Empty plot won't auto fill?

"I've had an empty plot for about a week and it won't auto fill. So I went to a nook miles island and there was no one there!Can someone help"

I'm googling Olive, and it's saying stuff about villager queues in the void.. but nothing concrete to help.. I'll keep reading :)

The only thing I can think of is that you need to take the Villager in the Campsite but I am sure you would have done that by now.
