"If you know a DIY and want to share, is it possible to make a card to give to a friend? "

No. : ( You cannot make DIYs, or transfer learned info. If a villager is crafting the same diy again you can get another card to give or trade. In general, it is nice to not sell extra cards so we as a whole can learn from each other.
