I think you still have some to progress in the story. You can't see your island eval until you get Isabelle after upgrading your town hall. You won't be able to change the landscape (changing rivers and cliffs) until after you have your first K.K. concert.

Agreed - in addition, be sure to get all of your villagers in place. You may just have a little more to do.... :)
